GREENVILLE, Texas — The Greenville Police Department is mourning the loss of retired Captain Billy Joe Rascoe, a longtime officer who served the department and community for more than three decades.
Rascoe, 65, of Sulphur Springs, passed away peacefully at his home on May 2, 2026.
A funeral service will be held at 10 a.m. Wednesday, May 6, at Shannon Oaks Church, with interment to follow at Pleasant Grove North. Visitation is scheduled from 6 to 8 p.m. Tuesday, May 5, at Murray-Orwosky Funeral Home. Members of the Greenville Police Department Honor Guard will serve as pallbearers.
Born August 29, 1960, in Fort Worth, Rascoe built a lifetime of service, beginning with his time in the United States Navy. During his military career, he earned the Good Conduct Medal, Sea Service Deployment Ribbon with a star and the Navy Expeditionary Medal with a star.
He later joined the Greenville Police Department, where he served for 35 years in a variety of roles, including undercover narcotics officer and member of the Governor’s Task Force. He rose through the ranks to become Captain of the Criminal Investigations Division and served as SWAT Commander from 2004 to 2011.
Rascoe also served as Director of the Texas Narcotic Officers Association from 1999 to 2000 and received multiple honors during his career, including the NADITF Service Award, Police Supervisor of the Year in 2001 and Employee of the Year in 1993.
In a statement, the department said, “It is with heavy hearts that we share the passing of retired Captain Billy Rascoe. Captain Rascoe dedicated 35 years of service to the Greenville Police Department and our community.”
Rascoe is survived by his wife, Linda Rascoe; his children; grandchildren; siblings; and extended family. He was preceded in death by his parents and several siblings.
Officials and colleagues remembered him as a dedicated leader whose legacy is defined by service, integrity and commitment to his community.
