EMPOWER, a child welfare collaborative serving Metroplex East, is delighted to announce the appointment of Lue Nora DeWitt as their new Vice President of Permanency. DeWitt, who initially joined the EMPOWER team in July as the Director of Permanency Support, has been promoted to this important leadership position.

EMPOWER, operating under the umbrella of Texas Family Initiative LLC (TFI Texas), is the Community-Based Care (CBC) contractor for a nine-county region, which encompasses Dallas and its surrounding communities. The organization is responsible for overseeing various aspects of child welfare, including foster care, case management, kinship support, and reunification services.
DeWitt brings a wealth of experience to her new role, having dedicated 28 years to the field of child welfare. Prior to her tenure at EMPOWER, she served with the Texas Department of Family and Protective Services (DFPS), where she held the position of Program Administrator for both Conservatorship and Family-Based Safety Services. Her extensive background also includes roles as a Permanency Practitioner, Risk Manager, Academy Trainer, Investigator, and Legal Liaison.
Expressing her enthusiasm for her new role, DeWitt stated, "I am so excited to be here and continue this meaningful work. EMPOWER will be an essential part of ensuring quality services to local foster children and families. I'm happy to be on the team making a difference."
As the Vice President of Permanency, DeWitt will have a pivotal role in directing and managing all program activities and performance outcomes related to the Permanency division of EMPOWER. This includes the development, management, and evaluation of program services, guidelines, procedures, policies, activities, and budget information.
In addition to overseeing these responsibilities, DeWitt will collaborate with various stakeholders, including communities, elected officials, administrative staff in other agencies providing services to abused and neglected children and their families, judicial, legal, and law enforcement personnel, and medical and treatment professionals. She will also work closely with DFPS staff, including the State Office CPS division and regional staff.
DeWitt's educational background includes a bachelor's degree from Texas Woman's University in Denton, TX, and a master's degree in social work from the University of Texas in Arlington, TX.
