Heroic Royse City Officers Receive Meritorious Conduct Award for Neutralizing Active Shooter

In a commendable display of bravery and quick response, Officer Johnie Clark, Officer Michael Baley, and Officer John Bivins of the Royse City Police Department were honored with the prestigious Meritorious Conduct Award during this week's Royse City City Council meeting. The accolade recognizes their exceptional courage and professionalism during a life-threatening situation that took place on June 30, 2023, at the Royse City Medical Lodge.

The incident began when a distress call reporting an active shooter at the medical facility was received by the Royse City Police Department. Without hesitation, Officers Clark, Baley, and Bivins responded promptly and were the first to arrive at the scene. The gravity of the situation became apparent as they learned that the armed suspect, identified as Sarah M. Carter, a 55-year-old woman, had barricaded herself in a room with two vulnerable patients.

Realizing the urgency of the situation, the officers wasted no time and, with calculated precision, made their way to the room housing the armed assailant. Showing nerves of steel and exemplary teamwork, they forced entry into the room and managed to apprehend Sarah M. Carter without any shots being fired. The entire ordeal, from the time the officers were dispatched to the moment Carter was in custody, lasted an astonishingly brief six minutes.

Thanks to the quick and decisive actions of Officers Clark, Baley, and Bivins, a potential catastrophe was averted, and no harm came to the patients or anyone else present during the incident. Their exceptional bravery in the face of danger undoubtedly saved lives and showcased the finest qualities of law enforcement officers.
