Delta County Man Arrested for Third DWI After Crashing into Power Pole

COOPER, Texas—A Texas man faces a felony charge of DWI 3rd after he was arrested for a single-vehicle crash on Monday, August 11.

Around 4:10 p.m., a Texas Department of Public Safety (DPS) trooper responded to a crash on West Dallas Avenue near SE 8th Street. The trooper found a 2013 Honda Civic with significant front-end damage and a nearby power pole that had been broken in half.

The driver, identified as Noel Scott Conley, 59, told the trooper he did not remember what happened and might have passed out. According to the affidavit, the trooper noticed a strong odor of alcohol, as well as Conley’s bloodshot eyes, slurred speech, and issues with his balance.

Conley was transported to Christus Mother Frances Hospital in Sulphur Springs for evaluation. After he refused to provide a specimen, the trooper obtained a search warrant for his blood. Conley was later released from the hospital and booked into the Hopkins County Jail.

The affidavit notes two prior DWI convictions for Conley—one in Lamar County in 2013 and another in Delta County in 2015—which elevated the current charge to a felony.
