On June 27, 2024, at approximately 11:20 PM, Cumby officer Smith initiated a traffic stop after observing a vehicle with Texas license plates swerve over double yellow lines on the FM 275 S feeder road. The vehicle, driven by Jeffery Scott Kinsey, turned onto Frisco Street where further erratic driving prompted the officer to intervene. Upon stopping at Cumby Car Wash, Kinsey exited his vehicle and displayed signs of intoxication.
Officer Smith detected a strong odor of alcohol on Kinsey's breath and observed glassy, watery eyes. Kinsey admitted to consuming alcohol before driving and performed Standardized Field Sobriety Tests (SFST), which indicated impairment. Subsequently, Kinsey was arrested for Driving While Intoxicated (DWI).
During the arrest process, Kinsey refused to provide a blood specimen as requested by law enforcement. A warrant was obtained, leading to Kinsey's transport to Christus Mother Francis ER for blood collection. However, Kinsey became combative, prompting the use of non-lethal force to ensure compliance. Despite resistance, Kinsey was ultimately restrained and transported to Hopkins County Jail.
At the jail, Kinsey was charged with DWI and resisting arrest, search, or transport. He remains in custody on a $2,000 bond pending further legal proceedings.
