Starting Monday, February 5, residential customers in the City of Paris will experience a change in trash services as disposal company CARDS Holdings takes over. Here are the key details:

Service Schedule: CARDS will conduct trash pickups once a week for residential customers using 96-gallon poly carts. The pickups will occur on one of five routes in the city from Monday through Friday.

Cart Delivery: Third-party company WasteRec will deliver carts to residences during the week of January 22. Residents are advised not to use the carts before the week of February 5.

Distribution Vehicles: WasteRec will use box trucks and pickup trucks with flatbed trailers for cart delivery. All vehicles will be marked with the WasteRec name, and employees will wear brightly colored, high-visibility vests.

Additional Carts: Initially, each household will receive one cart. Additional carts can be obtained after the initial distribution for a fee of $7.00 per cart per month. Residents seeking a second cart later can contact the City of Paris Water Billing office.

Billing: The City of Paris will continue to bill for residential trash service through monthly water bills. The new rate for basic trash service will be $18.08 per month, including CARDS' fee of $10.29 for pick-up and delivery. This represents an increase of $1.49 compared to the previous rate of $16.59, which had not been adjusted for over ten years.

Additional Charges: The $18.08 charge includes $6.00 for landfill and administration costs, covering bill administration, liaison duties, and ongoing monitoring related to the city-owned landfill closure. An 11% fee, or $1.79, is designated as a city street usage fee for street maintenance.

Commercial Services: In September, CARDS will become the exclusive provider of commercial solid waste disposal in the city. Until then, businesses and non-residential customers can continue using currently approved commercial solid waste disposal companies.

Exceptions: The contract between the city and CARDS does not impact solid waste disposal services for industrial clients, taxing entities like school districts, or roll-off dumpster services.
