Rowlett Police Sergeant Resigns During Misconduct Investigation

ROWLETT, Texas — The Rowlett Police Department says a former sergeant resigned while facing termination following an internal investigation into misconduct.

According to the department, a Professional Standards investigation began on January 28, 2025, after officials received a formal complaint involving Sgt. Ryan Doherty.

The investigation concluded that Doherty violated departmental policies by engaging in an inappropriate relationship with a female Rowlett police officer and being untruthful with investigators, both considered serious violations of department ethics standards.

The completed investigation was reviewed by Police Chief Michael Denning, who agreed with the findings and approved a recommendation to terminate Doherty’s employment. However, officials say Doherty resigned before the termination process was finalized, and a separation agreement with additional stipulations was executed.

In accordance with Brady disclosure requirements, the department notified both the Dallas County District Attorney’s Office and the Rockwall County District Attorney’s Office about the misconduct findings.

In a statement, the department emphasized its commitment to accountability and transparency.

“Our residents deserve a police force that is held to the highest moral and professional standards,” the department said. “Sexual harassment is a critical issue that we take very seriously, and we remain committed to conducting full and impartial investigations into any behavior that undermines public trust.”

The Rowlett Police Department said it maintains a zero-tolerance policy for sexual misconduct and professional dishonesty among its officers.
