COLLIN COUNTY, Texas—The Collin County Sheriff's Office (CCSO) has announced the results of a coordinated safety initiative, Operation Silent Shield, which has resulted in nine arrests and the rescue of two children ahead of Halloween.
Through the month of October, multiple CCSO divisions—including the Child Exploitation Unit (CEU), Crimes Against Children (CAC), and the Sex Offender Registration Unit—worked together to safeguard children. Their efforts included the ongoing home verification of the county's 216 registered sex offenders to ensure compliance.
Child Rescue and Kidnapping Arrests
Investigators successfully located and rescued two children in separate incidents during the operation:

Sergio Garcia Jr. (Anna): After a tip, Anna Police located a 15-year-old child at Garcia's residence. The investigation revealed Garcia, a registered sex offender, had picked up the child in Oklahoma and failed to register with Anna Police. Garcia was charged by CAC Investigators with Kidnapping, in addition to a warrant for Failure to Register.

Chester Driskell (Paris): In a combined effort with multiple agencies, CAC Investigators located a 15-year-old at Driskell’s residence in Paris, Texas. The child was picked up after online communication. Driskell was arrested for Harboring a Runaway, and additional charges are expected as the investigation continues.
Additional Arrests and Charges
Operation Silent Shield led to several arrests for child exploitation and sex offender registry violations:

Ashton Smith: Arrested for Possession of Child Pornography after the CEU conducted a search warrant and located numerous files constituting Child Sexual Abuse Material (CSAM).

Amrit Singh: Arrested for Possession of Child Pornography after a CEU search warrant confirmed he was in possession of illegal content.

Terryon Dwayne Clincy: Charged with Sexual Performance of a Child after a CEU investigation found he was digitally extorting a juvenile to obtain images of children under the age of 10.

Jeremy Elow: A registered sex offender arrested for Duty to Register as a Sex Offender after it was discovered he had failed to notify law enforcement of his change of address.

Shannon Blackwood: Arrested in Oklahoma on a Collin County warrant for Failure to Register as a Sex Offender after a home verification check found he was non-compliant with registration requirements.

Tymeisha Bell and Randy Mashawn Blackburn: CAC investigators were called to a residence in Weston and arrested the duo after they allegedly left three young children (ages 5, 7, and 9) alone without supervision to travel to Florida.
Sheriff Jim Skinner emphasized the year-round commitment to child safety: “As families prepare for Halloween and continue navigating the digital world with their children, I encourage parents to remain vigilant. Talk with your kids about safety, be aware of their online activity, and don't hesitate to report suspicious behavior."
The CCSO thanked the Anna Police Department, Paris Police Department, and the United States Marshals Service for their crucial partnership in the operation.
