PROSPER, Texas—The Prosper Police Department announced on Wednesday the arrest of Michael Angel Garcia, 35, of Prosper, in connection with the alleged sexual assault of a Prosper resident. Garcia was apprehended by the Hillsboro Police Department on Monday after a multi-agency effort.
The town's license plate reader (LPR) camera system was a key component in the investigation. Prosper detectives used intelligence gathered from the LPR cameras to track Garcia's movements and obtain an arrest warrant. Prosper Police monitored the suspect as he attempted to leave the area, then contacted surrounding agencies, who conducted the traffic stop and arrest once the warrant was issued.
Garcia is expected to be charged with Continuous Sexual Abuse of a Young Child or Disabled Individual, a first-degree felony. He also faces charges in Frisco related to a separate family violence incident. He was booked into the Collin County Jail on Monday.
"The Town of Prosper’s investment in LPR camera technology and the diligent work of our CID unit proved instrumental in this successful apprehension," said Chief Doug Kowalski. "Crimes against children are taken extremely seriously in the Town of Prosper, and the department will work tirelessly to investigate and prosecute such offenders to the fullest extent of the law.”
The Prosper Police Department extended its gratitude to the Hillsboro Police Department and Hill County Sheriff’s Office for their assistance.
The department is also aware that Garcia was a coach for the Prosper Baseball Softball Association (PBSA). PBSA leadership has since terminated his role and notified the families he coached.
