Greenville ISD Earns Perfect Score, Achieves Superior Rating in Texas Schools FIRST System

Greenville, TX – Greenville ISD is proud to announce that for the third consecutive year, the district has achieved a perfect score of 100 out of 100 points on the School Financial Integrity Rating System of Texas (FIRST), earning a Superior Rating, the highest designation possible.

Presented by Greenville ISD Chief Financial Officer Coy Martin at the district’s recent board meeting, the 2024-2025 FIRST results reflect the district’s commitment to financial excellence, accountability, and responsible management of community resources.

The FIRST system, administered annually by the Texas Education Agency (TEA), evaluates public school districts across 21 financial management indicators, including budget compliance, efficient use of resources, and staff/student ratios. The ratings ensure districts not only provide quality education but also manage taxpayer dollars effectively.

The 2024-2025 rating is based on fiscal year 2023-2024 financial data and staff/student information. Greenville ISD joins the majority of Texas districts achieving top marks:

  • Superior Achievement (A): 862 districts (84.68% of districts; 89.49% of total students)

  • Above Standard (B): 87 districts (8.55%)

  • Meets Standard (C): 49 districts (4.81%)

  • Substandard Achievement (F): 20 districts (1.96%)

“Reaching a Superior rating is remarkable given the complexity of Texas’ school finance system,” said CFO Coy Martin. “This recognition confirms our dedication to maximizing resources and ensuring every taxpayer dollar supports student success.”

Greenville ISD plans to continue leveraging the insights provided by the FIRST system to maintain financial integrity, improve operational efficiency, and support its mission of excellence in education.
