The former Chief of Police for Angelina College was found liable for multiple acts of sexual misconduct following a lengthy Title IX investigation by the college. The official, who retired from the college in May 2025, is now a Captain with the Jasper County Sheriff’s Office (JCSO) and has been suspended pending an administrative investigation.
On August 28, 2025, Angelina College’s Hearing Officer found Doug Conn liable for the misconduct, which a complaint alleged he committed against female officers and cadets over a period of multiple years while serving as the Chief of Police and Director of the Police Academy.
Allegations and Findings

The complaint was filed in January 2025 by an officer asserting that Conn subjected her and other female officers/cadets to sexual harassment and misconduct.

The Title IX hearing found Conn liable for multiple acts of misconduct, defined by the college as "behavior or conduct of a sexual nature that is unprofessional and/or inappropriate for the educational and/or working environment."

Conn testified that he retired in May 2025, allegedly in an attempt to avoid participating in the Title IX investigation.

Sean Hightower, attorney for the complaining officer, stated the ruling was about holding a "once powerful man accountable for his repeated unacceptable behavior towards women at Angelina College."
Current Employment and JCSO Response
Conn, who currently serves as a Captain and Sex Offender Registration Sergeant for the JCSO, was hired on April 11, 2025.
Following the college's finding and a subsequent press release from the complainant's legal counsel, the Jasper County Sheriff’s Office issued a statement announcing his suspension:

Background Check: Sheriff Chuck Havard noted that a pre-employment background investigation before hiring Conn, a 40-year law enforcement veteran, revealed no prior misconduct issues, and Conn was eligible for re-hire by Angelina College.
