Houston Man Arrested in Multi-Jurisdictional Mail Theft Case in Wylie

WYLIE, TX — A Houston man has been arrested in connection with a multi-jurisdictional mail theft investigation following a string of incidents at a local church in Wylie.

On July 6, 2025, Wylie Police responded to The Cross Church, located at 100 N. First Street, after staff reported their parking lot mailbox had been pried open on multiple occasions.

Detectives launched an investigation and were able to identify a suspect vehicle registered out of Houston. Using FLOCK Safety Cameras, law enforcement tracked the vehicle’s return to the Dallas Metroplex, and specifically to the area near the church.

Police units established surveillance at the church and observed the suspect vehicle arrive. The driver exited the car and stood near the mailbox. Officers then detained and arrested the suspect, Viorel Velcu, a 38-year-old male from Houston.

Velcu was charged with:

  • Unlawful Use of a Criminal Instrument

  • Mail Theft (Less Than or Equal to 10 Addresses)

  • An Active Warrant for Mail Theft (Less Than or Equal to 10 Addresses) out of the Flower Mound Police Department

Authorities believe this case may be tied to other mail theft investigations across multiple jurisdictions. The investigation is ongoing.
