In a significant move towards bolstering environmental conservation efforts in Texas, the Railroad Commission (RRC) has introduced a comprehensive framework for a pilot program aimed at safely and economically recycling produced water, a byproduct of oil and gas extraction.
The newly established regulatory program will empower operators to assess the efficacy and suitability of utilizing treated produced water for beneficial purposes. Operators interested in participating will need to apply for authorization to conduct pilot studies, after which the RRC will issue permits or letters of authorization. The primary objective is to compile data on the safe and environmentally protective applications of treated produced water in various activities.
The potential benefits of this initiative include a reduction in the injection of produced water back into the ground, consequently lowering the risk of seismic incidents. Additionally, the recycled water could emerge as a viable above-ground water source, contributing to sustainable resource management.
Wei Wang, RRC Executive Director, emphasized the agency's commitment to safeguarding public safety and the environment while regulating the crucial oil and gas industry. Wang stated, "This framework opens up the potential to use produced water in ways that have never been seen before in Texas, which is a win-win for the oil and gas industry, the environment, and Texans."
The Commission plans to focus on assessing treatment technologies' effectiveness and determining proper methods for gathering, storing, treating, testing, and documenting treated water quality in each pilot facility. It is crucial to note that during the pilot studies, treated fluid will not be permitted for discharge into surface water.
Acknowledging the collaborative nature of the initiative, the RRC emphasized that the produced water recycling framework is a starting point, expected to evolve over time through cooperation with the academic community, consortia, industry stakeholders, and community leaders.
