In a recent announcement, the City of Terrell revealed the appointment of Mark Mills as the new Assistant City Manager, effective November 20, 2023.
In his new role, Mills will assume responsibility for various key departments, including housing, human resources, public services, utilities, and information technology operations. Expressing his gratitude, Mills remarked, "It is an honor to have been selected to be the City of Terrell’s Assistant City Manager. I look forward to the opportunity to serve this community for years to come."
Mills brings a wealth of experience to his new position. Prior to joining the City of Terrell, he served as the Budget and Research Director for the City of North Richland Hills from 2008 until 2017, at which point he was named Finance Director. In this capacity, Mills played a crucial role in financial administration, accounting, treasury, grant compliance, and served on the executive team.
His earlier professional background includes a stint with the City of Carrollton from 2000 to 2008, where he supervised the City’s budget and provided management analysis. During this period, Mills was instrumental in developing and monitoring annual budgets, contributing to the privatization of solid waste services, and preparing the Parks Maintenance Division for the city's Managed Competition Program.
City Manager Mike Sims expressed satisfaction with the appointment, stating, "The City of Terrell is pleased to add an individual with the necessary technical skills and experience to improve our internal operations and customer service. Mark is a fast learner, a good listener, and a humble servant. He will be part of the team in making Terrell a wonderful place to live, work, and play."
