In the early morning hours of Thursday, October 12, 2023, at approximately 6:23 am, the Terrell Police Department Criminal Investigations Unit executed a search warrant at a residence located at 104 Grace Lane in the City of Terrell, Kaufman County, Texas. The search warrant was carried out in connection with an ongoing investigation into the alleged possession of child pornography.
The investigation was initiated following a report received by the North Texas Internet Crimes Against Children (ICAC) Taskforce, which indicated that the National Center for Missing and Exploited Children (NCMEC) had received a cybertip. This cybertip pointed to a user within the City of Terrell who had allegedly uploaded an image consistent with child pornography.
During the execution of the search warrant, evidence of child pornography was discovered within the residence. As a result of this discovery, Frank Finan, a 76-year-old resident of Terrell, was taken into custody by law enforcement officials.
Frank Finan has been arrested and subsequently charged with Possession of Child Pornography.
