Top 10 Most Wanted Sex Offender Out of Northeast Texas Captured in Mexico

HIDALGO COUNTY, Texas — A fugitive listed on the Texas Department of Public Safety 10 Most Wanted Sex Offenders list has been captured in Mexico and returned to Texas custody, authorities announced.

Kit Edward Lulow, 42, was located in Nuevo Progreso, Mexico, just across the border from Progreso in Hidalgo County, according to DPS.

Investigators with the United States Marshals Service Joint East Texas Fugitive Task Force coordinated the operation that led to Lulow’s arrest. Authorities said he was transferred to the custody of the Texas Rangers at the Progreso Port of Entry before being booked into the Hidalgo County Jail on May 7, 2026.

Officials said special agents with the DPS Criminal Investigations Division in Texarkana also assisted in the investigation.

According to DPS, Lulow was convicted in Oregon in 2008 on charges of rape, sexual abuse, and sodomy involving a 13-year-old girl. He was sentenced to 75 months in prison.

Authorities said Lulow was arrested multiple times between 2014 and 2019 in Oregon for parole violations.

In February 2026, investigators arrested Lulow in Marion County, Texas, on charges of unlawful possession of a firearm by a felon and possession of child pornography. Officials said he later bonded out of jail and fled into Mexico.

Lulow was also wanted in Cass County Sheriff's Office since February 2026 for failure to comply with sex offender registration requirements.

Additional federal warrants were issued in April 2026 by the U.S. District Court for the Eastern District of Texas charging him with possession of child pornography and possession of a firearm by a felon.

Authorities said no Texas Crime Stoppers reward will be paid in connection with the arrest.
