On Thursday, December 12, 2024, a Paris Police officer on routine patrol encountered 22-year-old Melissa Ann Waggoner in the 1900 block of West Campbell Street. The officer recognized Waggoner as having outstanding municipal warrants and attempted to arrest her. Waggoner initially identified herself as the wanted individual, but as the officer attempted to handcuff her, she resisted by pulling away, pushing the officer, and trying to escape.
Another officer arrived to assist, and after further resistance, Waggoner was forcibly placed in the patrol car while kicking at the officers. During a search, police discovered a syringe containing methamphetamine. Waggoner was charged with Possession of a Controlled Substance and Resisting Arrest.
