In the early hours of Tuesday morning at 2:45, a Paris Police officer discovered a vehicle on the Paris Police Department lawn near the Trail de Paris. The vehicle showed signs of having been in an accident. The officer engaged with the driver, identified as Joel Bowers, who appeared disoriented and was only partially dressed.
After confirming that Bowers did not require medical attention, the officer determined that he was under the influence of alcohol. A partially consumed bottle of an alcoholic beverage was found in the vehicle. Subsequently, the officer arrested Bowers for Driving While Intoxicated (DWI). Notably, Bowers had a prior DWI conviction, leading the officer to elevate the charge to DWI Second.
